Judicial & Public Safety Committee

Done.
Consolidated three separate committees into the Judicial and Public Safety Committee reflecting the comprehensive and cohesive interaction of all components of the Judicial, Public Safety and Corrections systems and services.

Committee of the Whole

Done.
Creation of regular monthly meeting of the County for purposes of allowing discussion and participation of issues of importance. This meeting is held at 5:00 P. M. in the evening.

Ethics Ordinance

Done.
County Board approved an amended Ethics Ordinance to create the position of Ethics Advisor, ultimately appointed a retired Chief Judge of the Circuit Court.

Legislative Committee

Done.
Creation of new committee of the County Board with responsibility for oversight of Federal and State legislative issues affecting the interest of Kane County.

Public Comment

Done.
Expanded opportunities for public comment at County Board meetings. The prior county code limited only three speakers per meeting.

Strategic Plan

Done.
In 2005, the County recognized the need to chart a future course of action; a strategic plan that more clearly identifies the environment, philosophy and service delivery outcome that the public should expect. The Board adopted its 2007 Strategic Plan as a road map to provide guidance to the County in the management of its operations, delivery of its services and sustainable use of its resources in a fiscally prudent manner.

FINANCIAL POLICY AND PERFORMANCE
Certificate of Achievement for Excellence in Financial Reporting

Done.
Certificate awarded by U.S. Government Finance Officials Association for Kane County's excellence in comprehensive financial reporting. Awarded in 2004, 2005 and 2006.

Property Tax Rate

Done.
County's portion of Kane County property tax has declined over last 10 years from 7% in 1996 to less than 5% of the total Kane County property tax bill.

Balanced Budget

Done.
Adherence to the policy of the Kane County Board to issue a balanced budget as was the case in 2005, 2006, 2007, and upcoming 2008. Year end audit for 2005 and 2006 confirmed final expenditures came in under budget.

Financial Health

Done.
County Board policy continues to mandate fully funded pensions, limiting the level of debt and maintaining sufficient cash reserves.

Fiscal Notation

Done.
In 2005, County Board mandated that fiscal notations be required on all resolutions and ordinances which have a direct financial impact on the county.

Procurement Procedure

Done.
Reorganized purchasing procedures for first time in nearly 20 years to reflect Board policy to: a) foster the most competitive bidding environment in order to maximize tax dollars, b) comply with all applicable laws, c) insure fair and equitable practices, d) provide ethical and transparent process in the procurement of goods and services.

County Board has amended the county codes and ordinances to improve fiscal accountability and efficiency of the following: a) reduction and consolidation of credit card use by county employees with stricter policies, b) elimination of cash advances for travel expenses, c) 5-Year Capital Investment Planning Program.

Financial System

Replaced obsolete and limited financial software system with new integrated system, providing current technology, improved functionality and management tools, training capability, self-serve user friendly format; also, improving external reporting and communications.

FACILITY CAPITAL INVESTMENT

Done.
A key objective of the county's adopted Strategic Plan Ordinance is centralizing facilities at the Judicial Center with satellite facilities where appropriate, increasing efficiency and service. In addition to the current Adult Justice Center project and the Sheriff's Administrative Facility project at the Judicial Center location, the County Board has identified additional activities as follows:

5-Year Capital Plan

Done.
Identified objective of the Strategic Plan. The County Board implemented is 5-Year Plan to coordinate facility related capital projects. Capital projects have been implemented to extend the usability and life of the Third Street Courthouse and the Government Center in Geneva, to update the master plan for future build out of the Judicial Center site, consolidate and streamline efficiencies of vehicle maintenance, and secure Circuit Clerk facility needs on Randall Road.

JUDICIAL / PUBLIC SAFETY INVESTMENT
Adult Justice Center Project

Done.
County Board authorized the construction of a new correctional facility of 640 beds at the Kane County Judicial Center, in order to minimize transportation expenses and outsource cost, as well as increase overall operational efficiency. The facility was constructed with shell space, allowing future build out of an additional 128 beds. Total construction cost $56,439,212. Project is expected to open mid-2008 as scheduled and construction costs are within budget.

Sheriff's Office Project

Done.
County Board authorized the construction of a new Sheriff's Administrative Office at the Kane County Judicial Center, in order to create greater efficiency in the operation of the Sheriff's Office and coordination with the Judicial System. Total construction cost of $9,807,101. Project is expected to open mid-2008 as scheduled and construction costs are within budget.

Public Safety Record Management System

Done.
Implementing a highly efficient, public safety system to streamline corrections records, field base reporting, computer aided dispatch, civil processes, automatic vehicle location, and critical interfaces with court administration and other agencies. $997,000 Federal Grant.

Public Safety Radio System

Done.
Invested in new radio equipment, using current technology to maintain service levels in the dispatch of emergency services to residents of Kane County.

RIVERBOAT GRANT PROGRAM
Program and Policies

Done.
Revised program and instituted new policies, procedures, and requirement of a written grant agreement for all grant recipients, thereby setting a higher standard of accountability for the use of those dollars.

Further modification of the program now provides a uniform and consistent application schedule and review process for Riverboat Funds and Community Development Block Grants (CDBG) in order to better coordinate these limited funds and increase the public benefit from both programs.

The grant program, funded by Grand Victoria Casino revenues, is designed to invest funds in programs that will provide a positive community impact in the areas of education, economic development and the environment.

QUALITY OF LIFE
TRANSPORTATION SYSTEM
County Highway System

Done.
Kane County is responsible for maintaining and improving the County Highway System, which currently totals more than 310 centerline miles. Over the last few years, significant highway improvements have been made towards maintenance, enhancing safety, and increasing the efficiency of County Highways for the motoring public. The County Board has taken great strides to ensure the maintenance and necessary expansion of the capital improvement program in response to the unprecedented growth that has occurred throughout the County.

Route 47 Corridor Planning Study

Done.
Applied for and received an IDOT grant for development of a long-term policy plan for the various transportation, economic development and land use issues along Route 47 which places priority on preserving the character of our communities. (In cooperation with McHenry County, the State of Illinois, the City of Woodstock, and various municipalities.)

County Road Improvement Impact Fee Ordinance

Done.
Adoption of an impact fee program to mitigate adverse traffic impacts of new development, ensuring that new development pays a fair share of the cost of new highway improvements.

Maintenance Projects

Done.
A total of ten (10) bridges were reconstructed and over twenty (20) bridges were rehabilitated to improve safety and the life span of the structures. Approximately thirty-seven (37) resurfacing improvement projects were completed as part of the annual pavement maintenance program that includes annual crack-sealing, striping, and reflective marker installation on County Highways. Focus was also placed on continued traffic signal optimization along Randall Road, Orchard Road, Kirk Road and Fabyan Parkway to enhance safety and efficiency.

Capital Projects

Done.
Construction of the Stearns Road Bridge Corridor project was initiated by commencing the environmental mitigation portion of the project (Stage 1) and the IL31 bridge (Stage 1A). Several major intersection reconstruction and capacity improvements were completed or initiated such as Randall Road at IL64, Kirk Road at IL38, Randall Road at Fabyan Parkway, and Kirk Road at IL56, along with approximately two dozen other intersection safety and capacity improvements.

Done.
Orchard Road from Indian Train to Jericho Road was widened to 4-thru lanes and Randall Road from North County Line Road to Corporate Boulevard was widened to 6-thru lanes. The widening of the County's portion of McLean Boulevard to 4-thru lanes was recently initiated. The Tyrrell Road Extension to Galligan Road was also initiated and is near completion.

Done.
Another major capitol improvement completed with technical assistance and partial funding from Kane County was the Metra UP West Line Extension project and a portion of the Bunker Road Extension/Metra Entrance improvement project.

Longmeadow Parkway Toll Bridge

Done.
Created the Longmeadow Parkway Toll Bridge Task Force consisting of elected officials and staff members from two counties and eleven municipalities to determine and make recommendations regarding the feasibility of the Kane County Board establishing a toll bridge authority to construct, operate and maintain a Fox River Bridge crossing to serve the rapidly growing and congested highway area of northeastern Kane County.

COMMUNITY INVESTMENT
Economic Planning and Development Advisory Board

Done.
Reformulated objectives and principles of Economic Development Advisory Board to provide comprehensive representation of the residents of the County and place more emphasis on the role that transportation plays in the economic development of Kane County.

Fiber Optic Communication Plan

Done.
Developing assessment of County regional fiber optic infrastructure and feasibility of regional fiber network.

Administrative Adjudication

Done.
Adopted enforcement hearing system for the adjudication of violations of County ordinances regulating animal control, accumulation of garbage or waste, construction and maintenance of buildings, sanitation and zoning.

Farmland Preservation

Done.
As a vital part of the Farmland Protection Program, sponsored a mobile bus tour to update the County Board and members of the Kane County agricultural community of the 2007 status of this one-of-a-kind program in Illinois, which has successfully preserved more than 4200 acres, over 7 square miles of fertile farmland.

Settler's Hill / Fabyan End-Use Task Force

Done.
With the close of the Settler's Hill Landfill and the Sheriff's facility on Fabyan Parkway, the Chairman has appointed a task force of officials from the county and area municipalities to determine the best future use of these sites for the benefit of Kane County residents.

Flood control project developed additional flood storage and reduced residual flood damage to structures in portions of Aurora, North Aurora, Batavia, unincorporated Kane and DuPage counties (in cooperation with the Illinois Department of Natural Resources (IDNR), the City of Aurora, DuPage County, and a Natural Resources Conservation Service (NRCS) grant). $940,000 Federal Grant.

Various flood threats and flood control projects in portions of Huntley, Hampshire, Burlington, Virgil, Lily Lake, Big Rock, Maple Park, Elburn, Sugar Grove and unincorporated Kane (in cooperation with an NRCS Federal grant). $535,000 Federal Grant.

Blackberry Creek

Done.
Flood threat and flood control projects in portions of Aurora, North Aurora, Montgomery, Sugar Grove, Elburn and unincorporated Kane and Kendall counties (in cooperation with NRCS and Kendall County). $205,000 Federal Grant.

Brewster Creek

Promoting private sector recycling and re-use of construction material waste (in cooperation with Habitat for Humanity of Northern Fox Valley).

WATER RESOURCES
Sustainable Water Supply Program

Done.
The County Board committed Riverboat grant dollars to the most comprehensive water resource study undertaken by a county in the State of Illinois. The program objective is to collectively manage, with area municipalities, our future potable water supply in order to protect the quality of our water and ensure a sustainable water supply for future demand. Federal grant of $900,000.

Code Red Emergency Communication Network

Done.

Lead hazard control work in homes (in cooperation with the Illinois Department of Public Health and the Community Development Block Grant (CDBG) Program).

Hepatitis Control Event

Done.
The Health Department conducted a mass clinic. 2300 doses of immune globulin were administered within 10 days to patrons of Houlihans after learning that a restaurant employee was infected with Hepatitis A. This event is one of the largest responses of this nature in the nation.

Salmonella Control Event

Done.
Investigation into an unusually high number of cases of a specific strain of salmonella were traced to a grocery store in Aurora. The store owners agreed to pay a $3,000 fine. The fine is one of the largest ever levied for a food-borne illness related offense in Kane County.

Animal Control and Office of Emergency Management

Done.
The Animal Control Department and the OEM in 2005 were placed under the direction of the Executive Director of the Health Department as a way to increase accountability and efficiency, as well as utilize expanded resources.

Animal Control Facility

Done.
The new Animal Control Facility was opened in the winter of 2007. The $2.1 million project came in under budget, providing capacity of 96 kennels, nearly doubling the original proposed 2004 project.

Smoke-Free Initiative

Done.
Worked to support Smoke-Free-Illinois initiative.

Pandemic Flu

Done.
Pandemic Flu mini-grants have been sent to all municipalities in order to support Planning and Pandemic Flu Preparedness.

Kane Kares Program

Done.
More than 7,000 mothers and infants in the Kane Kares Program were honored in 2007 by the national chapter of the Nurse-Family Partnership.

Health and Wellness Coalition

Done.
Implemented county-wide health and wellness coalition, with focus on cardiovascular disease.

Strategic Plan for Health

Developed a strategic plan that calls for Kane County residents to be the healthiest residents in Illinois by 2010.

Mental Health Council

Helped to form the Kane County Mental Health Council to help address access to mental health care.

PUBLIC SERVICE UPGRADES
Tax Administration System

Done.
County Board invested in a substantial upgrade of the tax administration system with current technology, creating a positive impact on the Supervisor of Assessments, the County Clerk and the Treasurer's ability to meet their statutory responsibility in the efficient computation of county-wide assessment, tax rate, and the production of property tax bills.

Delinquent Tax Agent

Done.
The County Board contracted with a professional tax agent service in order to more effectively seek recovery of delinquent real estate taxes for the benefit of all taxing districts which previously forfeited to the State of Illinois, and aid in the expeditious transfer of ownership of real estate, returning property quickly to taxpaying status.

Voting Equipment Upgrade

Done.
The County Board accepted a Federal grant and funded the balance of all costs associated with new voting equipment purchased in order to meet Federal Election Commission requirements for upgrading voting systems as defined in HAVA (Help America Vote Act).

The Beacon

McConnaughay has transformed Kane County government... If the state of Illinois were run half as well as Kane County, we would not see the gridlock and frustration we have had to put up with in Springfield.
